CAPR Updated the Language Proficiency Policy on February 22, 2023, and this will be effective on April 1, in2023.
In the previous post, I explained about the credentialing process. However, I just remembered adding the latest language proficiency policy information.
If you still need to complete a language test that meets the current language proficiency requirements by April 1, 2023, you must meet the new and updated language proficiency requirements. Language tests completed before April 1, 2023, that meet current policy requirements will be accepted until April 30, 2023.
What has changed?
Currently, CAPR accepts only TOEFL iBT or IELTS academic for English tests. However, they will accept other tests from April 1 in 2023.
They will accept new tests, such as CELPIP, IELTS general, TEF Canada(French), and TCF Canada(French). These tests are required for IRCC(Immigration, Refugees and Citizenship Canada). CAPR might have hundreds of complaints and questions about this; thus, they added these tests.

WHAT ARE the Accepted Language Tests now?
- Canadian English Language Proficiency Index Program General (CELPIP G)
- International English Language Testing System General Training (IELTS GT)
- International English Language Testing System Academic (IELTS AC)
- Test of English as a Foreign Language (TOEFL)
- Test d’évaluation du français (TEF)
- TEF Canada, TEF Quebec and TEF 5 épreuves
- Test de connaissance du français (TCF)
- TCF Canada, TCF Quebec and TCF Tout Public
In one sitting, you must meet the required scores in each language skill area (writing, speaking, listening, and reading). This will ensure you are minimally competent in each language skill area.
All scores align with the Canadian Language Benchmark established for physiotherapy. The language benchmark for the profession has stayed the same.
CELPIP G | IELTS GT | IELTS AC | TOEFL (iBT) | TEF | TCF | |
READING | 9 | 7.0 | 7.0 | 21 | 248 | 524 |
WRITING | 8 | 6.5 | 6.5 | 21 | 349 | 12 |
LISTENING | 8 | 7.0 | 7.0 | 21 | 280 | 503 |
SPEAKING | 8 | 6.5 | 6.5 | 21 | 349 | 12 |
OVERALL | – | – | – | 92 | – | – |
How does this impact me?
I still need to submit my language test results to CAPR, so I must get the minimum score in one of the above tests.
For example, if I took IELTS academic and could get an overall 7.0 even if I got 6.0 in speaking, I should submit this immediately. However, I still need to take the tests, so I must complete the test and meet the required scores.
